公立医院文化建设与人才管理的融合发展研究

[摘 要]公立医院能否实现高质量发展，这在很大程度上取决于一个常被忽视的问题—文化建设与人才管理是否真正融为一体。管理者往往把文化建设和人才管理当作两件事来抓，前者交给宣传部门，后者归人力资源负责，但深入分析后会发现，它们实际上存在着千丝万缕的内在关联。通过梳理理论脉络和回顾实践案例，笔者搭建了一个包含文化引领、制度支撑、机制创新、实践推动四个层面的分析框架。研究过程中发现，医院文化其实会以一种润物细无声的方式—通过影响员工的价值判断、约束日常工作行为、调动内在积极性等，悄然渗入到我们日常的招人、育人、用人、留人各个环节。当然，这种渗透在不同医院的表现形式可能大相径庭。

Research on the Integration and Development of Cultural Construction and Talent Management in Public Hospitals

Abstract: Whether public hospitals can achieve high-quality development largely depends on a often overlooked issue - whether cultural construction and talent management are truly integrated. Managers often treat cultural development and talent management as two separate tasks, with the former entrusted to the publicity department and the latter under the responsibility of human resources. However, upon closer analysis, it is found that they are actually intricately linked. By sorting out the theoretical framework and reviewing practical cases, the author has constructed an analytical framework that includes four levels: cultural guidance, institutional support, mechanism innovation, and practical promotion. During the research process, it was found that hospital culture actually silently permeates into every aspect of our daily recruitment, education, employment, and retention through influencing employees' value judgments, constraining daily work behavior, and mobilizing internal enthusiasm. Of course, the manifestation of this infiltration may vary greatly in different hospitals.
